About The Carrier Portal
The Colorado FAIR Plan Carrier Portal is an online system used by insurance carriers to review and update their annual participation information.
Reminder: As needed, the FAIR Plan is funded by assessing certain lines of property insurance written (participation) in the state. Participation values are based on premium data from the National Association of Insurance Commissioners (NAIC). Because NAIC reporting categories may not align precisely with Colorado’s definitions of covered lines, carriers are given the opportunity to review their NAIC data and request adjustments through this portal.

Quickstart Guide
This portal is for licensed insurance carriers writing property insurance in Colorado that fall under the participation criteria of the Colorado FAIR Plan.
Authorized carrier representatives can use the portal to:
Review their NAIC-reported participation data.
Submit corrections or adjustments to specific lines of business.
Upload documentation supporting any requested changes.
Certify their submission for FAIR Plan review.
Who Should Use This Portal
How it Works
Carriers receive notice of the annual participation period (typically in June).
The FAIR Plan preloads NAIC data for each participating carrier.
Authorized carrier users log in to the portal to:
Review their baseline participation data.
Enter any corrections to their reported lines.
Upload supporting documentation.
Attest and submit their changes for review.
FAIR Plan staff reviews submissions and confirms approved adjustments.
In the event of assessment, invoices are issued based on approved values.
The approved values are then used from one calendar year (typically Sept 1 to Sept 1).

The participation submission window is typically open for 30 days in June each year.
Carriers will receive notification in advance of the exact opening and closing dates. After the window closes, the portal becomes read-only for that participation cycle.

Access is restricted to individuals whose email address is associated with their company’s NAIC registration.
If your organization needs to designate an additional authorized user, please contact coloradofairplanassessments@xceedance.com to request access. Include the user’s name, title, and business email address in your request.

Carriers should upload documentation that verifies the Colorado-specific totals for each line of business being adjusted.
Acceptable materials include:
Policy or premium summaries by line and state.
Internal accounting schedules that reconcile to NAIC filings.
Written explanations describing the differences between the NAIC and Colorado line definitions. Files should be in PDF, Word, or Excel format and clearly labeled by line of business.

The NAIC reports national-level aggregate data that may not align perfectly with Colorado’s definitions for residential, commercial, or property-only lines. The Carrier Participation Portal allows you to reconcile those differences and provide documentation specific to Colorado exposures.

If you have no exposure or written premium for a particular line of business in Colorado, enter “0” in the adjustment field for that line and upload a short explanation or supporting documentation confirming that no coverage applies.

Yes, you can make changes while the submission window is open. However, once you check the Attestation box and the FAIR Plan begins reviewing your submission, further edits may be restricted. If you need to make a change after attestation, please email coloradofairplanassessments@xceedance.com.

Once your data is approved, it becomes part of the official record used to calculate your annual FAIR Plan participation. These participation percentages are set for 1 year–typically Sept 1- Sept 1.
If an assessment is warranted, final assessment invoices are issued to carriers after all submissions have been reviewed and confirmed.

Once your request is reviewed by FAIR Plan staff:
You will receive an email notification confirming the review outcome.
The portal’s Approval Status column will update to show whether your line has been Approved, Rejected, or remains Pending.
Approved values are automatically reflected in your final participation total.
