Who We Are
The Colorado FAIR Plan (Fair Access to Insurance Requirements) offers limited property coverage to homeowners and businesses when traditional insurance is unavailable due to elevated risk. Signed into law in 2023, the Colorado FAIR Plan is a stand-alone nonprofit organization funded by assessments on insurance carriers, not public dollars.
Why We Exist
Some properties are considered too high-risk for standard insurers, either due to their location, prior claims, or exposure to natural hazards such as wildfires or hail. We ensure Colorado property owners still have access to coverage, even in challenging areas and circumstances.
Our Vision
Over the next five years, we will grow and evolve through three phases:
Phase 1 (2025-2026): Build the right FAIR Plan for Colorado through our products, systems, and structures
Phase 2 (2027-2028): Ensure CFP is ready for Colorado, focused on creating market stability through strategic leadership, engagement, advocacy, and market coverage
Phase 3 (2029-beyond): Provide organizational and product excellence, focused on continuous improvement and adaptability in an ever-changing environment

How It Works
FAIR Plan coverage is not meant to replace standard insurance. It only exists for those who cannot find coverage elsewhere.
To be eligible for the Colorado FAIR Plan, you must:
Own a property considered uninsurable by the standard insurance market, typically due to factors like wildfire or hail risk, claims history, age, or location.
Have three declinations from the standard insurance market.
Work with a licensed and registered agent to confirm eligibility and submit an application.
